dailz 0a0e5fd7d4 fix(web): downgrade deps for TS 5.3 compatibility ...

vue-tsc 1.8.27 -> 2.0.24 (monkey-patching broke with TS 5.3).
Remove erasableSyntaxOnly, ignoreDeprecations (TS 6.0 only).
Remove verbatimModuleSyntax, target es2023 -> es2022.
