dailz 7c374f4fd5 refactor(handler,server): disable SubmitApplication endpoint, replaced by POST /tasks ...

- Comment out SubmitApplication handler method

- Comment out route registration in server.go (interface + router + placeholder)

- Comment out related handler tests
